Why did you do the clean install of Windows and Office? Might you have
done all that to fix a problem with Outlook (which might still exist)?
What does "import properly" mean to someone else? What DOES happen when
you import? Why are you trying to import rather than use the File ->
Data Management menu to specify the old .pst file to be the current
message store? What's wrong with the old .pst file that you don't want
to use it?
Could WHAT be the reason?
Yet tried using Outlook's File -> Open menu instead of importing? Open
the other (old) .pst. Then drag what you want from the old message
store to the current message store.
Where did you save the old .pst file? Was in on a CD/DVD disc? Since
that is read-only media, you'll have to copy it to your hard drive and
remove the read-only attribute on the file. Outlook requires write
access to any .pst file that it opens (because once it is open means
Outlook might be writing to it).
