Outlook 2003 XP and lost newsgroup reader

Win XP current all critical updates, Outlook 2003 (not OE). Dell Dimension 8300 with plenty processor speed and memory.
I got the newsgroup reader working and used it yesterday. Added GO option to Standard menu, added News as destination, configured Earthlink for all newsgroups. Just followed the directions.
Today, News is not a choice under GO, nor can I add it back by following instructions in Help file. News is not in Command list.
This is odd. Anyone have a suggestion here? I don't think this machine even has OE on it--I sure don't want to have to use it.
Guess I could get a 3rd party product, but this ought to be a simple fix.

To get the News command back, go back to the Programs tab in Control Panel |
Internet Options and change the default newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, click the "Don't ask me again" box and then click the No button.

You may need to reset the menu or toolbar using Tools, customize.

That worked, then I shut down. Next time I went to use Outlook (not OE) I had to do the thing again. How do I make this setting stick?

Look in OE itself. Remove the option to make it the default news reader.
That option is ONLY set in Control Panel.
