Outlook 2003 Won't Automatically Receive Email Upon Opening

How do you get Outlook 2003 to receive your email when run Outlook from the
start button? I always seem to have to click the Send/Receive button to get
the email.
 
Configure an automatic Send/Receive interval in Tools > Send/Receive...
 
I've got this set to 5 minutes. This doesn't check for mail immediately upon
opening up Outlook.

I'm interested in checking for any email to receive as soon as I run
Outlook, not after 5 minutes has gone by.

Setting any automatic polling interval will force a poll on launch unless
your installation is corrupt.

After examining Tools>Send/Receive... , I don't have anywhere to configure
an automatic Send/Receive interval. I have a Tools>Send/Receive>Send/Receive
Settings... but even that doesn't have a way to configure an automatic
Send/Receive interval. Are you sure this is where I should be in Outlook
2003?

That's the place. It's right there. Define Send/Receive Groups > Schedule an
automatic Send/Receive every xx minutes.

I am using MS office small office 2003 and have an Exchange Server. I use a notebook PC that is used on and off the network. When attached to the network, I have the sent/receive set for 1 minute for All Accounts On/Off Line. I still need to click send/receive to receive any messages. It won't receive at startup either. I have done a repair and I have loaded all patches. Any other suggestions?
Setting the Send/Receive for one minute is unrealistic. Try setting it to 10
minutes for all accounts and Outlook should check for mail on startup and
then every ten minutes after that.
