Outlook 2003 Sync Issue - Offline address book

My Client has Exchange 2003 Sp1 on a Hp Server
His Desktops have Office 2003 all the SPacks and patches
every time he presses the send/Receive button it errors
and shows this result in Sync issues log.

The problem doesn't occur on versions earlier than
outlook 2003 ie office xp or 2000

While searching through posts here, I see many questions about synchronizing
a desktop workstation with a Server and Exchange Server.

Here's some info from an experience of mine late last Thurs eve,
w/subsequent research:

My desktop, a MPC ClientPro545, new 11-03, 1GB memory, 10/100/1000 LAN card,
OS=WIN XP-SP1, plus front ofc staff unit, connected to a Dell server, new
1-05, w/1GB memory, running SBS2003 Std. Ed. and Exchange Server in place.

My outside IT Co stopped by Thurs late AM planning on configuring and
setting up my new Siemens Pocket PC SX66 (It is GREAT and FAST- per 1st logon
to wireless connection at client's ofc Friday night).

While I was talking to CingularWireless re Plans, my IT guy installed
Active-Synch For Outlook Mobile 2002 that shipped with unit. I knew there was
already an update d/l needed for the Unit, but time ran out so decided to
wait until next wk.

Late that night logged off tax prep prog and tried to enter QB's v. 2004
Pro. ALERTS went flying up the screen! Most re: not being able to synch
Outlook and .pst files to server, stating offline files of this type can't be
synch'd. When Alerts finally stopped, I clicked OK and saw, for the first
time ever, the small box CRASH!

Early Fri. IT support remotely logged in from their ofc. Trouble-shot
problem in 15 mins., 1/2hr max, and discovered that an xml.dll file of some
sort had apparently become corrupted, maybe in connection with install of
Active-Synch CD (not sure!).
