I recently loaded Office 2003 on my pc. I applied SP1 on
the PC, and now after I close Outlook, Outlook will stop
responding, and I can not restart it with out rebooting. I
am running Windows XP, I have over 1 gig of ram with a
pentium 4 3.4 processor. I connect to the internet with a
cable modem. Any ideas?

When you say, "I can not restart it" what EXACTLY happens to give you that
impression besides not starting? Any error message? I'm thinking you may
have a service running which is interfering like MSDE.

Outlook just stops responding. There is no error message.
I get the hour glass whn my cursor is left over the
Outlook screen. I have left it like this for a couple of
hours at least 3 times. I am unable to minimize Outlook,
or close it. If I go into Task manager, it says "NOT
RESPONDING" next to outlook.

OK I was actually hoping you had two issues here related of course. One
where it stops responding which is not the one I was referring to. I was
referring to where you said, "I can not restart it." That is the issue I
want to concentrate on. The fact that it stops responding obviously after
it has started is not where we should direct our attentions. We need to
describe the issue of not being able to "restart" it with a comprehensive
description of any and all error messages (if any) when you do try to
restart Outlook 2003.

One thing you might want to investigate is any addins or COM which Outlook
2003 is using. Templates such as Adobe PDF addin or COM applications
installed. You see those in:

Tools | Options... | Other | Advanced Options... | (Add-In Manager... or COM
Add-Ins...). The Adobe PDF plugin will be attached to Word. If you are
using that as your editor this add-in can cause these types of issues.
Add-ins in Word.

Finally the issue of not responding can happen when the connection to your
e-mail server (POP3 and SMTP) is not behaving.

One other thing to consider. That is your AV Software. The new AV software integration with Outlook 2003 this is a well known issue.
