Outlook 2003 hangs on start up. The program loads and then freezes. I have
run detect and repair many times and it fixes the problem for a short time
and then it happens again. I have tried deleting the outcmd.dat file and
that cures the problem temporarily, but it always returns. Any help would be
much appreciated.

did you upgrade from a previous version? If so, did you make a new profile?
Did you try deleting or renaming all of the files in C:\Documents and
Settings\username\Application Data\Microsoft\Outlook?

I did not upgrade. This is a new installation on a new XP computer and has
been working well for several months.. this is a new problem.
