Outlook 2003 Start up Time Real Slow

I've upgraded from Office 2000 to Office 2003 on a Dell XP Home PC.
The start up time to access the mail files takes 30 to 40 seconds, where as in Outlook 2000 it took just a few seconds to start. The PST was recently purges a month prior to the upgrade.

are you making a vpn connection? if so then i have this
same problem.

it started when we upgraded our exchange server to 2003

No VPN connection.
Outlook Starts as normal, but will not display the messages for up to 30 seconds.
I would normally think the PST is huge, but that's not the case at 30Mb.
I've also defragged the drive but no improvement.
 
I've noticed the same problem with Outlook 2003 and VPN, its real slow if the VPN clients are on a different subnet as the LAN, but if on the same subnet as the LAN then the VPN clients are fine. If I downgrade to Outlook 2000 then everything works fine....
The mail server is Exchange 2003
