Outlook 2003 SP1 password rejection, but it works in express.

I have been using Outlook 2003 with Service Pack 1 with Adelphia mail for
some time now. It has never given me problems until a week ago.

I had to reinstall XP Professional because my hard drive crashed, so I did.
Then I reinstalled office 2003 and ran all of the updates.
But THIS TIME.... when I added my account again, my password keeps getting
rejected.

1. I clicked on TEST ACCOUNT SETTINGS under change account. A window pops
up asking for a password. I enter it... It gets accepted.
Great! I click Next, then Finish. Then I click Send/Receive, BOOM. Same
thing. Password gets rejected.

2. Now just to make sure, I tried the same account in outlook express to see
if it really was the password, but my email Sends/Receives with no problem

My password is fine. My Username and Password fine at adelphia's site and
work in Outlook Express. But not in Outlook.

3. So then I tried importing the 'working' account from express to Outlook.
NOPE! still gets rejected. So the problem isnt me, it's a problem with
Outlook and its files.

4. I have tried repairing it. I have tried uninstalling, cleaning with
regedit, then reinstalling office. But nothing works. I keep getting this
error.

Task 'mail.xxxxxxxx.xxx - Receiving' reported error (0x800CCC92) : 'Your
e-mail server rejected your login. Verify your user name and password in your
account properties. Under Tools, click E-mail accounts. The server
responded: -ERR a password MUST be entered'


5. So then I followed my research to this link:

Thinking that this 'post SP1 hotfix' is the answer, but after searching I
could find the downlload link for this hotfix.

6. Then I found a thread that suggested I disable outbound email scanning
in NAV. So I did.
NOPE! still gets rejected..

7. Then I found a thread on a different forum that suggested I wait over
two minutes before entering my password again, to bypass the timeout or
something.
NOPE! Nothing works. My password is still being rejected for no reason at all.

This is really starting to 7I$$ me off.

I have been working really hard to solve this issue and would gladly accept
any suggestions.
