Outlook 2003 Small Bussiness, can recieve, but not send

Outlook 2003 Small Bussiness.
Can recieve ok.
Can not send out.

Connected to LAN, approx 60 machines.
Lan side appears in order.
My local settings also appear in order.
Running Norton Internet Security and Ant-Virus; tried disabling both, no
change.

How are you connecting to your server (Exchange account, POP3)? What
happens when you try to send?

The IT guy informed me that the LAN is not an exchange server type and that
the connection is POP3. When I try to send, the message goes into the outbox
and my Office assitant does the sending dance, but the message remains in the
outbox. Sometimes the message line entry in the outboc changes to itallic
font, but still remains in the outbox and the sent/not sent column remains
"not sent."

(By the way, the reason I am trying to fix the problem - not the IT guy - is
because each staff member owns his machine and company IT service stops at
the plug. The rules are not hard and fast and the IT guy has already spent
some time with the problem without success - I told him that I would try the
forums and bring it back to his shop if I have too.)

Do you have any anti-virus software on your machine that scans your
incoming and outgoing email messages? If so, disable that scanning - it
seems to underlie a lot of problems like this. You may need to either
reboot after disabling it, or (in some cases) uninstall the anti-virus
program, then reinstall it without the mail scanning option.

If that doesn't work, could you turn on diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479) and post
the OPMLog.log file after you have this problem?

scanning back on and it still worked, and continues to work.

In case I need it, I want to know how to enable Outlook logging. I enabled
it and produced the "firstrun" (posted below) but nothing else - is it
working properly? I believed that it would log all int mail.

What you want is OPMLog.log (which may be a hidden file) - see
