Outlook 2003 Shortcut toolbar icon

Icon will not open the program. Have to double-click the
desktop icon to open. Running Windows XP Pro and Office
2000 SP3
 
Does the OSB point to Outlook 2003 or the removed Outlook 2000 executable?

I created a shortcut by right clicking the desktop icon
for Outlook 2003. Then dragged the shortcut icon to the
toolbar. I am not familiar with "OSB".
 
OSB = Office Shortcut Bar.

I think I am confused. The Office Shortcut Bar (OSB) is
generated by Office 2000 and contains shortcut icons for
Word, Excel, PowerPoint, etc. When I create the desktop
shortcut for Outlook 2003 it works fine on the desktop.
When I drag it to the OSB it creates a different icon
(looks like an open envelope) that will not open the
application. By your question I infer that the OSB may
have the capability to alter the icon pointer. I have
also tried right-clicking the OSB to customize the toolbar
and when the box for Email is checked, the icon that
appears on the toolbar is the same as the one that appears
when the desktop icon is dragged into the toolbar and it
will not open the application. Is there some
configuration change that needs to occur to the OSB to
prevent it from causing this problem?

Also, when the desktop toolbar is selected as the OSB, the
icon for Outlook appears as the open envelope icon and it
will not open the application. All the other icons are
functional and open their respective applications.
