outlook 2003 - "save as" only saves placecards instead of pic...

When I use the "save as" to try and save an email to a *.htm file I do not
get the pictures that were in the email. I can save attachments okay, but
not picture content. I get the X placecard holder icon. Does anyone know
why this is happening and how to fix,
 
An .htm file is just a text file with tagged HTML content and an .htm
extension. It cannot hold an attachment. If you want to preserve the entire
message content, save as .msg.
