Outlook 2003 Rules

I am aware of the 32kb limit to the total size of all server-side
rules. I am also aware that due to the unicode storage, you basically
have the ability to have half the number of rules you had with
Outlook/Exchange 2000 and previous.

My question is simple: How can I force my rules to sit in my PST so
that the server-side quota is no longer an issue?

The question anyone considering replying to me is likely to ask is,
"Why do you need that many rules anyways?" To answer you, I work at a
company with 440,000 global employees and millions of customers. I
personally have several hundred people I communicate with on a daily
basis, and several thousand I communicate with on at least a monthly
basis. Due to the sensitivity of my job, it is highly beneficial on my
part to keep every single message I send to or receive from all of
these individuals. That said, my PST is several gigs, I have folders
for groups and individuals, and I have a need to prioritize incoming
messages by who they are from since I normally get in excess of 1000
messages a day -- some are completely worthless to me, others are life
and death. My most important contacts have functioning rules. The
others require hours of my time on a daily basis to sort.

I may be a rare case, but it is VERY important for me to have a
multitude of folders and rules to put messages in them. Anyone who can
shed any light on this for me, I thank you from the bottom of my heart
in advance.

There's also a 32K limit on PST-based rules, but it seems to me that with an
Exchange mailbox, all rules reside on the server even if they're client-side
rules. They just don't get executed on the server if they're client-side.
I just tested this and Outlook Web Access, which references the Exchange
server directly, shows my client-side rules as well as the server-side
rules. It just won't let me touch the client-side rules from the server. I
must use Outlook.
 
Christ... Can anyone explain to me why Microsoft has decided that I
should have no reason to require more than ~25 rules on my mailbox? We
live in the age of the $100 250gb hard drive, the $120 3gb processor,
and $90 for 1gb of RAM. If someone could attempt to explain to me
where the software limitation could be rationalized based on hardware
availability, I will turn myself inside out and plant one firmly on
your ass cheek. I don't understand this limitation and I am more and
more upset about it every time I think about it.
