Outlook 2003 placing messages in draft folder

I asked this before I may not have been claer.

I am running Office 2003 on a Windows 2000 pro SP4 Platform. I connect
to an Exchange 2000 Server with all the latest SP and Hotfix.

I have noticed that any message that I create or reply to; a copy will
be placed in the Drafts folder. Anybody seen this behavior before? I
checked my rules and they all seem fine.

how long is the message left open before sending? By default, outlook saves
a copy every 3 min and it doesn't always delete it when sending.

I can reply to a mesage with just a few words and send the message.
The message is sent and I also have a copy still in the Drafts folder.

FYI, I have Windows XP with Office 2003 at home tied to my work VIA
VPN and I get the same problem from home. Could it be a Exchange 2000
and Outlook 2003 problem. Very strange...

Any other suggestions would be appreciated...
