Outlook 2003 = pathetic

I spent my hard earned money on the upgrade from Office XP to Office 2003,
to find what:

1) some M$ zealots decided to replace the F5 shortcut for send & receive by
F9

2) GUI consistency in Microsoft app's ?? Yeah right, scrollbars in Outlook
bar
are plain old Win2K style and in mail preview pane, new XP themed scrollbars

3) For some reason ShortCuts in Outlookbar are small almost unregonizable
icons,
difficult to aim for, no way to have my old large shortcut icons back

well, this is after only 1 hour of using Outlook 2003's childish colourbook
I wonder what silly idiosynchracies I will find in the next hour

there goes my money down the M$ drain ..

where do I ask for a refund ?
 
Both F9 and F5 worked previously - now F5 is refresh, as it is in all other
windows programs.
