Outlook 2003 outgoing mail failure

I have a quirky problem where I try to send mail and immediately get a
return message stating 'recipients could not receive....' & error '571
cannot send without authentication'. To fix it I go to "view or change email
accounts" and run the "test" which is fine (I change nothing). Then I click
'finish' and have no further problems for that session.

However, the next time I logon, the problem is back and so I have to repeat
the settings & test exercise at every login before commencing mailing. I
didn't have this problem with Outlook - Office 97, or Outlook - Office XP,
just with Outlook 2003, (before and after a format C last week).

This is pesky. Can someone please suggest a permanent solution? Thanks.

Are you properly authenticating to the outgoing server, like the message
states? Have you tried a new mail profile?

I set up a new mail profile, with the ISP on the phone while we went through
it together. Of course it worked fine when tested and we said goodnight, but
the problem came back on the next reboot.
