Outlook 2003 Notification

Why did MS change this by design? If mail does not arrive
directly to my Inbox, I don't get a new mail notification.
I have server-side rules set up, but to add a "notify me"
section to the rule, it changes it to client-side rules
only. When will this be fixed??
 
MS Doesn't consider it a bug. One of the reasons being that if you have
rules to move messages to other folders, often (although certainly not
always) you don't want to be bothered by notifications when those messages
arrive. Case in point, I move my newsletters to their own folder. I don't
want to be interrupted from my writing or coding by the newsletter delivery.
I want to read them at my leisure later.

Of course, with any global change like this there will be people happy with
the change and people not happy with the change. But it's not viewed as a
bug.

I would suggest sending an email to (e-mail address removed) and explain why you
feel this is a feature you need. Microsoft does read these emails and they
are often used to gauge what features should be added in future versions.
For example, a checkbox turning this functionality on or off globally for
the application might be a nice addition to Outlook.
