outlook 2003 no read receipts

since upgrading to outlook 2003 i no longer recieve read or delivery receipts
when requested. I select the required option for receipts in the e mail
option and i have disabled e mail scanning. "Test" e mails to friends who
have been instructed to permit read receipts should they have the option
(this option has not been given). Any suggestions to cause or any solution
gratefully recieved. I also suspect that not all e mail is being sent as many
intended receipients say they have not received any mail??

Read receipts are optional on the recipient's part. Most people ignore
them and that is their option.
 
yes, i am aware that a recepient has to give thier constent to a read receipt
, but I have sent "test " emails and opened them myself and no consent box
has opended and the recpeint does not have the option selected to never send
a read receipt. any other suggestions??
