Outlook 2003 - NO EXCHANGE SERVER

I am using Outlook 2003 SP3 and it is a totally local machine and not on an
Exchange Server. All of a sudden, my email is not being sorted into the
correct folders. When I try to move it myself, I get the message "you don't
have permission to create an entry in this folder. When I right-click the
folder to check properties, the area under "This folder is available to" is
greyed out. I also have a stack of "rules in error" saying "can not move".

This is a totally new problem seemingly having started yesterday when I was
barely on the computer at all. HELP
 
Are the folders in your default pst or is it a second pst? How large is the
pst? Are you using a unicode pst or are you using one created in an older
version of outlook?

First, I don't know how to answer your first paragraph.
Second, when I went looking for OLK* files, I found 7 but only one in
Documents and Settings "C:\Documents and Settings\Deb Koplend\Local
Settings\Temporary Internet Files\OLKA1" with 1KB and contained data from
last Thursday. The other 6 of the OLK* files were in various sub-directories
off of C:\Program Files.
 
Found 3 PST files, all located in "C:\Documents and Settings\Deb
Koplend\Local Settings\Application Data\Microsoft\Outlook"
-- archive.pst 815,441KB
-- Outlook backup.pst 1,708,241KB
-- Outlook.pst 1,841,169KB

Also in the same sub-directory was extend.dat at 1KB
 
If you are a long time user of Outlook (meaning you have upgraded from
previous versions), the files "Outlook backup.pst", "Archive.pst", and
"Outlook.pst" are most likely in the old PST format. You should create a
new PST file in Outlook via the File > New > Outlook Data File > Choose
Office Outlook Personal Folders file and create the new PST file in your
prefered location.

Once the above is done, you can switch to the new pst file as your default
delivery location and/or move things around between the .PST files.

Note: If new (unicode) pst files are created on NTFS partitions, you
storage is 20Gbytes. If PST is stored on FAT32 drive, it will be 4GBytes.

A PST file is the file that contains your e-mail, attachments, calendar,
tasks, journal, .etc.

What Diane was hinting at is where you might have hit an limit of what the
legacy file format can store. Creating new a file in the new format should
help you extend past the file sizes you have hit in regards to Outlook.pst
and Outlook backup.pst.
