I read through the posts pertaining to this already and none had a response that actually works so I thought I would just add to the list here.

We have a user who was on exchange, we moved off of exchange and now all, including this user, are popping off of an exim linux server. Everyones email is working fine but this person. It's Outlook 2003 and everything is just sitting in his outbox going out sporadically. Sometimes it will go out when he clicks send and receive, sometimes not. Sometimes he also gets an error ("Unknown error") connecting to the mail server then it turns around and works fine after that.

Any ideas?

Have you tried recreating the mail profile already?
Control Panel-> Mail-> button Show Profiles...

tried that, same problem - this user also has a real interesting problem in
that he can click send and it ignores his click, but if I connect to his
machine from mine (vnc) and click send it goes out - happens every now and
then regardless of email content or type (forward, reply, new etc).

What connection type? POP3, IMAP?
Have you done a repair already on Office and tried it while the firewall and
virusscanner is disabled?

POP3 and what firewall and antivirus? Company PIX firewall so no -
Antivirus, I guess I can try killing norton to see what happens, but that
wouldn't really be a resolution (he has to have antivirus) plus no one else
on the same exact system, same software etc is having this issue.

To be honest it just seems like with Outlook 2003 Microsoft added a lot of
functionality that people wanted (like how it works with an exchange server
now is awesome) but in the process they screwed up a lot of other
functions. I've never seen so many little quirky problems as I have with
Outlook 2003
