Outlook 2003 , Insert attachment as shortcut

Hi,
Outlook 2003 misses the Insert as attachment option,
We need it more and more when we send E-mail between users
In the office,
Does it any option to add this option?
Send as hyperlink not help us,

Only Outlook items support as shortcut. (Insert, Item) You can always create
a shortcut using Windows Explorer and drop it on a mail message.

Why does send as hyperlink not work? That's what a shortcut contains - but a
hyperlink is plain text and a shortcut is an attachment.

Thank you,
1. User that get the mail with shortcut want to save it in where he can open
it
when he need, like in desktop, not start looking for the mail with the
hyperlink,
2. We used template for signature and we must used HTML for it, HTML not
support

then you'll have to create a shortcut and attach it.
