Outlook 2003 in Cache mode and Public forms

Hi,
When I use Outlook 2003 in cache mode, my customised
public forms do not get updated on the server. So if I
change a property or a value in a form then the change
only shows up in my PC where others will not see any
changes made.
I waited for at least 1 hour and no changes showed up.
Can you please help?

How can I use the anti-spam filter if cache mode is
diabled?
