outlook 2003 & hyperlinks failure

for no apparent reason outlook presented me with a licence agreement which I
agreed to , its been running in this install for over a year now if I click a
link in an email it sates the action is prevented because of restrictions
applied to this computer contact admin but I have the only admin account!
