Outlook 2003 hangs on loading

Outlook 2003 has suddenly started hanging when started.
The Outlook window opens with a hourglass which is
movable with the mouse. No new mail is being received,
nor can I send anything. Task Manager says that Outlook
is not running. I've tried repairing Office through
Control Panel, but this has no effect. At this point I
cannot use Outlook at all. I can get email by going
directly to my ISP online using Internet Explorer. Any
ideas for how to fix this -- besides ditching Outlook
entirely that is.

No. Just as in regular mode the Outlook window opens. In
Safe Mode another window that says Configuring Outlook
also opens. The cursor remains an hourglass for however
long I'll leave it there. Task Manager says Outlook is
not responding.
 
Well, you could have a 3rd party addin that isn't compatible with Outlook or
the send/receive group is toast. Lets start with the easier of the two and
see if it is the send/receive group.

Start by going to \Documents and Settings\<userid>\Application
Data\Microsoft\Outlook. You will find a file with a *.srs extension,
rename/delete that file while outlook is closed. While you are here, also
rename/delete the file(s) named extend.dat and outcmd.dat.

ps - one other thing that is weird is that you mention that you have been
running it for a while but the /safe option gives the configuring outlook
portion. the configuring should only come up with working with a new
account. i'm almost tempted to have you try a new operating system userid
to see if the issue is the same under the new id. this will let us know if
it truly an application issue or if there is something wrong with the user
profile.
