Outlook 2003, can't use "Paste Special"

I tried researching this but none of the suggestions I found are
working for me.

In Outlook 97 I could edit received messages and I'd often use Paste
Special to insert a section of an Excel file.

Now that I'm using Outlook 2003, Paste Special is always greyed out.
The email was received in Plain Text format and I want to paste a
section of an Excel file into the received message. Using suggestions I
found, I have set Word 2003 to be the editor (Tools - Options - Mail
Format). Then I open the message, click Edit - Edit Message, then go to
Format and change Plain Text to HTML.

At that point I think I should be able to use Paste Special to insert,
but it remains greyed out. Trying to paste from the Office Clipboard
does nothing.

Thanks in advance for any ideas.
 
From Help: The Object or paste special command unavailable: To insert an
object into a Microsoft Outlook item, you must be using the Rich Text message
format. HTML and plain text message formats do not support object linking and
embedding. Change the message format to Rich Text.
