Outlook 2003 can't send/receive

I'm running a swedish version outlook 2003 with sp1 and all other updates.
It work perfectly until I installed an english version of Visio, after that
nothing happens when it automatic runs send/receive or if I push the
send/receive buttom.
I removed outlook from my firewall to see if it even tried to connect to my
POP3 server but it didn't. When I run the "test account" on all of my
POP3-accounts i get no errors at all.
Does anyone know why or how to solve this problem?

Do you get any errors when you try to do a send/receive? If so, what are
they?
