Outlook 2003 cannot send/receive

I have MS Office 2003. The applications installed with no
trouble.

Outlook will not send or receive. I have double checked
that all account information in correct. On the same
computer I can install Outlook 2000 or Outlook 98 using
the same account information and it works fine.

Does anyone have any ideas for me?

What sort of account(s) do you have? Are you getting any error messages?
If so, what are they?
 
I am using a POP/SMTP account. I am 100% sure that I have
the POP3 setting and the SMTP setting correct along with
the username and password. The operating system is Windows
2000 Professional.

I did some further testing that has me even more stumped.
I installed the same Office 2003 software on a computer
running Windows XP Professional and Outlook runs perfectly
with the same exact setting that I used on the other
machine.

Do you have any idea's for me?

I also forgot to tell you that there is no error messages
at all. The outgoing messages just sit in the outbox and
any incoming messages just sit in the mailbox on my ISP's
mail server. I can go view the messages on my ISP's
mailserver using what they call WebMail so I know there is
messages that should be drawn into Outlook.
