Outlook 2003 and remote image downloads

Trying out Outlook 2003 and I have come upon a big problem (for
me anyway). I have it set to read incoming emails in html (so I
can see peoples fonts, etc) but to NOT download images from other
servers (so I get placeholders where images ought to be).

Someone might send me an email like this (from Hotmail normally)
with a little image by their signature and when I click to reply,
I get "To complete this action, Outlook must download content
from a server other than your e-mail server. This could verify
to the sender that your email address is valid and increase the
amount of junk e-mail you receive in the future."

I then get the option to [OK] connect to the server, download
the image and include it im my reply, or to [CANCEL] and so not
make my reply at all!

All I want to do is to quote the original text without the image
in!

Can I assume that there's no answer to this? That it's another
cock-up on Microsoft's part - a half-finished attempt to help
us avoid spam, but that actually does the exact opposite?
