Outlook 2003 always spawns new IE

When using Outlook 2000 it would use a currently open IE instance when a
link was clicked. Outlook 2003 always opens a new IE instance. Is there a
way to change this behavior to use a already open IE instance?
 
Open IE, go to tools->Internet Options->Advanced tab. Uncheck the option to
browse in new window.

I have seen this option in previous IE builds, but can not find it in
IE6 SP1. Is this option called out as something different than
"browse in new window"?

The only thing that remotely resembles this is "Reuse windows for launching
shortcuts". I have tried this setting both checked and not checked. The
description of this option says that when you select a link in a internet
aware program it will use a already open IE if there is one, this would lead
one to believe that Outlook is no longer a "internet aware" program like it
was is Outlook 2000. This is under Win XP Pro SP1+ w/IE 6.
