Can Outlook 2003 surpass its previous versions' 2GB max
file size? If so, what is the "new" limit?

Yes
Humongous - theoretically practically unlimited? - probably exceeds the
capacity of the dektop.
Though why any desktop user should have need of a single pst of even 1gb I
find hard to invisage. Info overload? - You backup to what media?

Depends on what PST you are going to use.

* Legacy PST (referred to as ANSI or any PST created by an earlier version
of Outlook)
2GB max file size
65,000 folders per folder
65,000 items per folder

* Unicode PST
20GB max file size by default (can grow to NTFS file size limitations -
4TB I believe)
Unknown folders/items per folder (rumor has it @ 130 million)

Legacy PST files when opened in the new version are not converted to the new
Unicode version. An import is required to bring the data over into the new
file format.

PS - The new file format can grow beyond certain file size limitations of
FAT/FAT32. Therefore if you create a unicode PST file on a FAT32 drive, it
can only grow to 4GB - 1 byte. (File size limitation for FAT32) I believe
FAT is 2 GB - 1 byte.
