From what I understand, Outlook 2002 is supposed to block
all incoming files that have executables in them. How
then is the new MyDoom virus coming in on all the systems
that are running Outlook 2002? Is this whole blocking of
files a big hoax or what?

It blocks files with certain file types, like .EXE. The Doom virus is
sending Zip files, which OL 2002 delivers quite willingly. Stupid people
then open the zip and run the file inside.
