Outlook 2002 to Outlook 2003

A few things that I liked about 2002 that I haven't yet
figured out how to do in Outlook 2003:

Has anyone figured out how to make these work?

1) how do I create a new task or new e-mail with one
click from my desktop, like I could with the Office task
bar in 2002?

2) How do I run my message rules on my inbox when I am
not connected to my work exchange server with my laptop,
but instead am collecting e-mails on the same laptop via
my home network's internet access to my pop3 accounts and
my hotmail account? In 2002, I could access my Hotmail
account while "offline" - that is, away from the exchange
server, but connected to the network via my home server.
In 2003 I can only see the headers when
connected "offline." In 2002 my rules to organize my
inbox messages into other folders worked both when I was
connected "online" to the exchange server, and when I was
connected to the internet "offline" on my home network.
In 2003, I can't even access my rules from home, let
alone run them.

You should be able to use the Office Tool Bar as before, but I don't use it
myself, so can't guarantee this. You could also create shortcuts to the
various functions of Outlook and use command line switches, like this:

"C:\Program Files\Microsoft Office\Office11\Outlook.exe" /c ipm.task (for a
new task)
"C:\Program Files\Microsoft Office\Office11\Outlook.exe" /c ipm.note (for a
new mail message)

Did you change your delivery location from Personal Folders to Exchange in
the transition from 2002 to 2003?

Thanks, I hadn't consiously changed my delivery location,
I just let the installation transfer my settings. In
investigating whether or not my delivery location was
correct, I discovered an option called "cashed exchange
mode" this appears to fix some of the problems.

Also, "The Office Shortcut Bar is not available in
Microsoft Office 2003. However, you can use the Windows
XP Start menu or the Windows Quick Launch bar in Windows
XP or Windows 2000 to quickly open an Office program,
file, or folder." I think your suggestions will be a good
work-around to get me directly into the new task window,
etc. Too bad they weren't included in 2003 automatically.
