Outlook 2002 inactive until email or menu are clicked

I am running Outlook 2002 and when I click into the program, no matter
what I click, Outlook gets out of its dormant state. I have check to
see if the settings for email retrieval and it is set to 1 minute to
check a Exchange server. For example: I create an email and hit send.
I see that it is in the OUTBOX...after a minute, when Outlook should
send the message out, it still is there....I wati for 10 minutes until
I click anywhere in the Outlook program window. Then the email in the
outbox is sent. Ironically, during the time that I am waiting for the
email I actually receive it on my handheld from a my email address.
Has anyone seen or hear of this issue.

Increase your interval to at least 10 minutes. Outlook is probably stepping
on itself checking for mail.

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After furious head scratching, (e-mail address removed) asked:

I increased it to 10 minutes and after 5 minutes after the 10 minute
mark it did not send the email out of the outbox. This is very weird.
I get the email/s but the client still refuses to show the correct
action after the xx minutes the interval is set to. Does anyone else
have other suggestions?

The problem you're having is that the information (called "UDP packets")
that Exchange is sending to notify Outlook of changes to your mailbox is
being blocked by something - probably the Windows Internet Connection
Firewall. You can set the registry values in
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q305572 to cause
Outlook to poll Exchange rather than waiting for notifications.
 
Thanks Jeff, this was the fix that I needed. I noticed when I went in
to the registry that the first seven steps where there and correct, it
wasn't until I followed through with steps 8 - 17 that the registry did
not have the information that Microsoft stated to add.

The most bizarre circumstances....the problem came back. I have talked
to the Systems Network Administrator and he stated that there is/are no
issues with the infrastructure and that this is the only isolated case
for this email. Is there something else that can be done to narrow
down the Anomaly.

Not that I know of. This sort of problem is in the network between Outlook
and Exchange, and can be many things - firewalls, routers, who knows?

Are you saying that even with the registry settings you don't get mail
until you switch folders?
 
That is correct. Even with the registry settings in place the problem
returned. I talked with our IP LAN specialist and he stated that he
has not seen anything unusual with the network and Exchange. I am
still actively pursuing this anomaly. If you have any other
suggestions please let me know.
