Outlook 2000 won't allow rule from distribution list?

When I try to create a rule for a distribution list I get:
"Name of distribution list' is a personal distribution list that may not be used with this feature. Would you like to use the individual members of Name of distribution list' ' instead?"

I'm running Outlook 2000 on Window 2000 WS standalone, no exchange. How do I fix this? Pretty shoddy software if I can't.

I think your expectations are out of line. Outlook 2000 is very old, as
applications go. Just because an application doesn't have the feature you
want doesn't make it "shoddy". I'd like to know how you think it should
work.

If it *apparently* has the option of creating a filter based on a local
distribution list, it should allow me to do so. I assume this feature only
works with Exchange?

Frankly I can't see how you could ever receive a message _from_ an Outlook
distribution list. Perhaps someone else understands this condition better
than I.
