Outlook 2000 "Tools" missing from main menu bar

I have a user who has somehow deleted the "Tools" option from his menu bar.
"File" "Edit" "View" "Actions" and "Help" are still there. How can this be
restored? I tried doing a "Detect and Repair" but no luck. Will I have to
uninstall and reinstall Office? The same thing when he opens a sent message
the "Actions" option used to recall messages is not there either. Thanks.
