outlook 2000 - rules do not work properly

I have created a rule that does the following
checks inbox for any new message with specific text
forwards those messages to a specific email address
moves those messages from inbox to an existing folder in outlook

This seems to work like a champ when I click 'run now'
but the rule is not 'triggered' or does not automatically execute when new
mail enters inbox.

running
windows XP professional SP2
Outlook 2000 SP3

Have 'googled' and still don't have any fix
Anyone?
 
I have also notced that if the new inbound email is coming via the internet,
the rule works. If the message is through the MAPI interface, the message
arrives but does not trigger the rule to activate.

In addition, all updates and patches have been applied for Office 2000 & Win
XP Pro

What MAPI service is that? Exchange is a MAPI server. Do you actually mean
IMAP? If so, it's no wonder.
 
Scenario:

I have a MAPI enabled voice message application (CyberGenie @ Work ) that
communicates (autosends emails) to Outlook via MAPI (both CyberGenie
software and Outlook 2000 are installed on the same pc).

What I am trying to do is once a message is delivered to my Outlook 2000
inbox, set a rule to have it forward to my email account on another machine.

At the moment, this seems to work when I send emails to the Outlook 2000 box
(email account) via the internet and once received in the inbox, the rule
executes automatically just like I want it to.

However, if the message is delivered via MAPI, the message appears in the
inbox, but does not seem trigger the rule I have set in Outlook.

There is no MS Exchange server present and the Outlook client is (and needs
to be) configured as a 'work group' as an Exchange client for MAPI to be
enabled.
