Outlook '03 Out of Office Assistant

I am trying to get the Out of Office Assistant setup. I
go to Tools, then options, select the "Other" tab, click
on Advanced Options, click on the Add-In Manager, and
select the Exchange Extensions Commands, and select
okay...it still does not show up in my tools drop down
menu...any help would be appreciated. Thank you.
 
Are you actually connecting to an Exchange server?
