I am trying to set up a new email account. Everything is the way the IP said
it should be. When I click on the test, it says it is unable to logon to the
outgoing mail server. I called the IP support, and they said I should
contact Microsoft. Any ideas?

Who is your email provider? It is possible that you have the SMTP setting wrong.
You could have the wrong port. Your ISP may be blocking the port. With more
information, we can provide you with an answer.

As a quick test, open a command prompt and try to ping the SMTP server. (Not all
servers are pingable, but if it is, at least you know you have the URL correct.)

Start | Programs | Run "CMD" <ENTER> to open a command prompt.
 
Email provider is Charter.net. I was told to use mail.charter.net for both
the incoming & outgoing server. It looks to me like the ping worked.
 
Are you trying to send email through Charter while you are using Charter as your
ISP? Assuming that you are, have you looked at this page?

One thing I noticed is that the page recommends mail.charter.net for POP and SMTP.

Do you have authentication checked? If so, uncheck it. If not, check it. If you
are using Charter SMTP while on Charter internet, it appears that authentication
is not required.

Check your advanced settings to make sure that you are using Port 25 for
Outgoing and Port 110 for incoming.
 
One other thought. If you have another computer, try setting up that computer to
send and receive from the Charter account. Do you have the same problem? If so,
that test helps isolate the problem.
 
Hi,

Thank you for all of your suggestions. It just all of a sudden started
working this morning when I opened Outlook. I was changing around different
settings all day yesterday to get it to work. And now it is. Thanks again
