Outllok 2003 Email rule logic

When you create an email rule to look for words in the subject and move the
email to a folder - what is the exact logic used:
If I put the word RE: in my word list
Does that mean any email that has a RE: in the subject will be moved, or
does it mean that and ALSO any email having an R or an E or a : will also be
acted on?
I can't figure out this logic as it seems to work oddly.

Is there any way to sort the word list as I have a couple hundred now? When
I'm not sure I've entered a word I have to search through the entire list.

The rules are based on the *phrase* (or string) that you enter.
Although the rule says "word", it is the phrase they match on. So a
rule that looks for the phrase "penis enlargement" will not trigger when
just the word "penis" (that is not followed by a space and the word
"enlargement"). So, no, a phrase of "re:" will not match on just "r",
"e", or ":" being in the Subject. However, Microsoft doesn't embrace
regular expressions so you cannot specify WHERE in the Subject that the
phrase appears, so a Subject of "Does OE trigger on RE: in a rule" will
also trigger your "re:" phrase rule.
