Welcome to the club.
I am having this problem for few weeks now and nobody nows how to fix it but
MS seems to know for the price of $60.00.

I called att and I was able to solve the problem it was the out going stmp
setting I just have to keep changing it

You are lucky, they not been able to fix mine.
What do you mean for "I just have to keep changing it"?
You change the port no., the name of the smtp, you refresh it, what?

What this usually means is that there's an attempt to connect to one ISP's
SMTP server for outgoing mail on Port 25 from some other network. This
kind of relaying isn't allowed by, really, any ISP anymore.

There are basically two choices. The first and least convenient is to
physically change the SMTP server settings every time you change locations.

The second is to get a 3rd party POP mail account that doesn't use Port 25,
and use its SMTP server as the sending server. I often use gmail for this;
it's free, Google has lots of detailed help information, it works from
anywhere in the world, and Google has some idea of how to keep a server
running. It takes a few minutes of setup and configuration, and you do
need to remember to change the reply-to address, but once done, it just
works.

Do not arbitrarily change your settings. Use only the mail server
settings recommended by your service provider. If you need help,
post your complete error message.

The error message is like everybodyelse.
I am using hotmail with no problems, but this is not the point. I am paying
for software and hardware and I want reasonable service.
It is outrageous that we have to struggle like that when we are paying good
money for the internet access, the MS software and the internet securitiy, to
cite some, and not having somebody that fix your problem. Very, very
disappointed!

Everyone is not getting the same error message.
Unless you describe your symptoms and include a verbatim copy
of any error message, we can't help you.

Yes, correct not everybody is getting the exact same error but most people
get this error with Windows Mail (which I am getting):

The connection to the server has failed. Subject 'hi', Account:
'carloc2507', Server: 'smtphm.sympatico.ca', Protocol: SMTP, Port: 25,
Secure(SSL): Yes, Socket Error: 10060, Error Number: 0x800CCC0E

and this one with Windows Live Mail:

The connection to the server has failed.
Subject 'hi'
Server: 'smtphm.sympatico.ca'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: SMTP
Port: 25
Secure(SSL): Yes
Socket Error: 10060

I have tried to use different ports, secure SSL on or off, different smtp
name such as smtp6, smtp8, send, etc. without any luck.
I have called many times Bell Sympatico (whre the convince me to buy there
own internet security and without any improvement) and I called 2 or 3 times
HP but they cannot fix it. Since I can use hotmail it becomes only a minor
nuisance and they do not bother getting more help.

When you get that error, are you using Sympatico to provide your Internet
connection? This type of problem can happen with a laptop being used
at a remote location.

You might try the following settings:
Server: smtp1.sympatico.ca or smtp8.sympatico.ca
Port: 587
SSL: No

Which antivirus are you using?

Yes, I am using Sympatico as my internet provider. I am using a laptop with a
wireless connection using a modem-router supplied by Bell Sympatico (I had to
buy this from them because they were claiming my Linksys was causing
problems).
I am also using the antivirus which is supplied wit h the Sympatico Internet
Security, they claim that my Norton Internet Security was causing problems
too.
As you can see they have a good scheme to grab your money.
And here is the error with the new settings:

The connection to the server has failed. Subject 'hi', Account:
'carloc2507', Server: 'smtp8.sympatico.ca', Protocol: SMTP, Port: 587,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I have tried also smtp1 and got the same error.

To begin with, uninstall the Sympatico Internet Security program.
It is OK to run without an antivirus until you get your email squared away.
Once the email is working properly, download and install the free
version of Avast or AVG antivirus.

Be sure to use the Norton cleanup tool mentioned by Robert.
Norton programs tend to leave quite a few remnants behind when
uninstalled.

If after doing the above, nothing seems to help, upgrade to the
Windows Live Mail program:

I have FINALLY found the problem with my outgoing mail. I called our
internet provider, Wide Open West, and told them I could recieve, but
not send email. They told me THEY had put a block on our modem due to
a virus coming from one of our computers. We ran virus scans on all
of our computers, cleaned the virus out, and WOW removed the lock from
our modem. Now everything seems to be working perfectly. Just
thought this info might be helpful to some. Good luck.

I would send your provider a bill for $500 for trouble shooting and
debugging since they did this without notification to you. Is anything in
your contract about this?
