Outgoing mail blocked

I have been using Windows Vista Mail for several weeks. Now all outgoing
mails are blocked by an outgoing mail that I can not remove. What to do ?
 
I had the same problem and applied the receipt here explained and really was
a success. Now I can send all my outgoing mails normally. Thanks for this
excellent suggestion.
