outgoing email not working, incoming is fine

This is new, I have been using Windows mail for months without problems. I
have made no changes.
For some reason, I can receive, but not send. Everything goes into my outbox.

Can anyone help?

I've tried what is suggested in "help" without any change.

Any error message when you try to send? If yes, post the complete
error message. If not:

First we need to determine if those messages are 'stuck' in the Outbox.
Move as many of those messages as you can to the Drafts folder.
If one or more can't be moved or deleted, apply the Microsoft fix:

Those don't look like complete error messages, and we often
need parts of them that many people wouldn't expect before
we can offer much help, especially if most of the messages
happens to be in a language we can't read.

Right click on the error messages, and copy the entire error
messages to your next message.

Also, for some problems often seen in outgoing mail: What
if any antivirus programs do you have, and have you ever had
a Norton or McAfee antivirus program installed on that
computer?

Click on the Outbox. If there are any messages there left
over from when you tried to send messages, move them to
the Drafts folder or delete them. Let us know if any messages
refuse to do either.

right-click on the error message, copy, then paste that into
a reply here. We need to see the unedited/complete error
message.

This type of problem is often caused by an incompatible
antivirus program. Which antivirus are you running?

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no protection not provided by the regular
resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled. The latest version of Trend's
anti-virus seems to be causing problems too.

Anyway I bought pc from Dell directly with Mc Afee already installed.
How can i turn off the message scanning from Mc Afee ?
 
I'm not sure there is any way to turn off the message scanning in McAfee.
In most versions, even disabling the whole program doesn't stop it from
causing problems; you have to uninstall it instead. You then often need
to run this cleanup program to take care of what the uninstall leaves
behind:

You may even need to remove your email account under Windows
Mail, then restart Windows Mail and add the account again.

If this solves your problem, you may want a replacement antivirus
program that doesn't cause problems in Windows Mail. Most
versions of the Norton antivirus program and a recent version of
the Trend antivirus program are bad choices; they also cause
problems in Windows Mail. I recommend either avast! or AVG,
either one with a custom install that tells it to leave out the part that
scans email. If you want or need to use a paid version, I've seen
the CA Anti-Virus recommended.
