This message preceeded by a padlock appeared in task bar
after an outlook express session. OS is XP pro.

This is not a message from Outlook Express or IE. You may have some 3rd
party monitoring app, firewall, ad blocker <etc> installed. Check Control
Panel Add/Remove programs to see if you have anything installed related to
this.

Also please run a current, updated antivirus program.
