out of office doesn't send an out of office reply

Hi,
I have a user using outlook 2003 and when he enables out of office asst
and you send him an email from the outside or inside you will not recieve a
out of office reply.
I have deleted all messeges and made sure out of office was turned off in OWA.
Went back to outlook and recreated his outlook profile and then windows
profile and you still won't recieve an out of office reply.
The feature used to work and it works for other users in the company.
Could a rule affect this?
