You can work in Outlook with your out of office on.

Your Out of Office should be on with your absence message.

When you next go into Outlook a dialogue box will appear
asking if you want to switch Out of Office off. Just say
no.

of office greeting, it does not reply with the greeting. It's like
it turns itself off automatically even though it appears to be on.
I've tested it over and over again, and the automatic out of office
reply never sends out when Outlook is open.

Are you testing from an account that has not yet received an OOA response
from this person? Since OOA responses are sent only once, you can't test it
from an account that has received one already.
