You can`t propose someone .......

You must be known in the comunity ,,,,,, ( i guess networking might help
:-) )

If you would like to have a MS title ... You can also earn one with
education ... MCP , MCAD , MCSD to call a few

Funny thing is that he seems to give more value to his study credentials as
to his given credentials as in my opinion someone should
i have a lot of respect for this person and know for sure that he is someone
who knows were he is talking about

so moral :

study first , be proud of your earnings , help other people , and the
comunity will reward you

We MVPs can point someone to be MVP on the private newsgroups for MVPs, if
you are asking this, although this does not mean anything (no endorsement),
the candidature will be reviewed by MS as they do with people which shines
helping others through newsgroups, forums, web sites, articles, blogs,
conferences, books, etc.

I believe this is not necessary at all, because Microsoft will be aware of
the person if he contributes a lot to the community.
