Oscillating Windows!

I upgraded From windows ME to XP pro and has been having
a problem with opening applications from the Control
Panels or My Computer.To open either causes an
oscillation in the opened window.The window goes from
small to large at slower speed in the smaal window and
Faster speed in the expanded window.Have downloaded
driver updates for Radeon 9200se and windows XP but no
fix.Please HELP!!
