OS & Program Relocation

I currently have only Programs on my C: drive, and Programs and my OS on my
D: drive. I would like to transfer/move all my Programs to the C: drive.
What's the easiest way?

Uninstall all the programs on the D: drive and install them on the C: drive.

Moving programs is not easy. In the end you save time by uninstall /
reinstall.
