Options leads to unexpected administrator restriction

When clicking on Options, I get a message
saying "Operation cancelled due to restrictions in effect
on this computer. Please contact your system
administrator."

Mine is a stand-alone desktop. No system administrator.
How do I get back to where I can once more have access to
the Options menu? Thanks. JPF

Did you by chance run SpyBot's Immunize feature?
