Option to Edit in FrontPage

Can anyone tell me why, on IE's dropdown File menu, the
option to "Edit in FrontPage" sometimes appears and
sometimes does not? Also, why in the View menu the
option to view Source code sometimes works and sometimes
doesn't?

System: XP
InternetExplorer ver. 6.0
