operation cancelled due to restrictions error on winxp pro

when trying to open IE, or Kazza for example I get an
error that says the operation is cancelled due to
restrictions on this computer, contact admin........any
help would be appreciated.
 
Seems that I get the same message when I attempt to open
the registry. You'll also have to excuse me I am working
with a friend on this over the phone so I can't be in
front of the computer, otherwise I may be able to do more.

Hi,

Run a thourough virus scan. If msconfig, regedit and task manager reads the
same:

This worm disables NAV, Msconfig, Regedit and Task Manager:

To do any reg cleaning rename regedit.exe to regedit.com.

This behavior can be caused by a virus. One of two:
